Trading Forums
I have contacted support on this issue. But theres no point in that since their Chinese translated into English.
I want to make a legitimate business of making guild Forums, so that guilds can communicate online. I know that most of these cases include scamming, with people being paid and the forum not completed or closed after the transaction.
The code of conduct does not state anything for trading in-game forums, but I have heard different stories from several people. I would really like to do it as I am passionate for web design.

Well, according to the Guild Wars User Agreement:

Like all copyright laws, you are not allowed to use copyrighted material for where the focus is to make money from it. It's fine if the material was used, and used only, but you can't make money off of it.
So there's nothing stopping you from designing web pages for the purposes of making a Guildie website and charging them for it, but you cannot use any material that Anet owns. For this instance, you cant use any of their graphics or artwork when designing webpages for money.
Oh, the question was, that the guy wanted to make a business in designing webpages for people who are in guilds and charging them for it, and asking if what he wanted to do would breach the EULA, which it doesn't do, so long as you tread carefully.

He just wants to create forums for your Guilds, and hope to make living out of it. I don't think the EULA is against it, as long as he doesn't advertise on the GW servers.
I don't think that it will work, with the many free forums on the net.

I do believe it's against the EULA. We closed a thread in Service Section which was offering the same service. Basically, you sell a real world service for ingame currency, which is not allowed.

To the OP: If you're in doubt about the legality of this, I would recommend emailing ANet/NCSoft support about this. If they sanction this, then all's well; if they don't, at least you won't be unwittingly breaking the EULA.
